Analysis of transformation of the State service of special communication and information protection at the context of the e-government development

The continuation of Russia’s hybrid war against Ukraine requires Ukraine to improve the efficiency of public administration, stimulate the development of the economy and civil society. As world experience shows, all these goals can be achieved by transforming the public administration system into a service-oriented platform. One of the effective tools of such a transformation is electronic governance. Different approaches to the definition of this concept are known, but all of them involve the wide application of information and communication technologies. On the example of the State Service of Special Communications and Information Protection, the issues of digital transformation as a component of the development of e-government in Ukraine, which are relevant for the security and defense sector, are considered. The meaning and relationship between the concepts of “electronic governance” and “digital transformation” are revealed, and their differences are defined. The most relevant models of interaction of the components of the electronic government system are described. The regulatory framework of electronic governance and digital transformation in Ukraine, as well as the regulatory and legal basis of the functioning of the State Service of Special Communications and Information Protection, were studied. Its tasks and functions related to the development and functioning of e-government are outlined. Methodological approaches to assessing the state of digital transformation based on the international experience of conducting similar studies are considered. A methodology for assessing the state of digital transformation of separate elements of the state administration system is proposed, which is based on the adoption of the methodology for researching the level of development of electronic governance from the United Nations is proposed. The key element of the methodology is the proposed comprehensive indicator – the digital transformation index, which consists of a set of separate hierarchically ordered indicators. An example of the hierarchy of indicators of the digital transformation index for the State Service of Special Communications and Information Protection of Ukraine is given. The developed methodology for assessing the level of digital transformation of an element of the public administration system assumes the invariance of its use. It makes is possible to obtain estimates both for a separate element of the public administration system and for comparative estimates for several elements.
